With the addition of Velcro I added some quick attach strips. Which I got for around $7 locally. http://www.amazon.com/Velcro-Brand-Industrial-Strength-Inches/dp/B00006IC2T/ref=sr_1_2?ie=UTF8&qid=1331259119&sr=8-2
After Velcroing the pencil bag so that it would open with the bags flap I then ran these strips across the inside of one side of the bag (I will do the other side and the walls later, this will allow me to add or remove thickness so that when conceal carry, so the bag doesn't get in the way of the draw. It would also allow for the splitting of the bag the long way, and the short way, to meet you needs.
The picture to the above is the bag inside out, so that a picture can be taken. Please ignore the stuff on the table most of which will end up in the bag.
The other side of the velcro is super sticky so what I did was take a black trash bag and applied it to the back side of the other side..
This gives you one side that will not stick and so can be used against your items. Later I may make some velco lengths to block the inside of the strip off, if I find that the twisting doesn't work for me. When I tested the bag initially I used some material that would cling to the velcro where I didn't want it to attach to the bag, it worked well and allowed everything to slide out easily.

Then I split 2 of the strands in half as you can see to the right. and also left some of the others bigger.
I also found it necessary to add additional Velcro to the close flap and the front of the bag so that it would close. I also velcro'd the front pockets so that I can.
Revision 3.19.12
I have added Velcro to all sides of the interior. The exterior velcro will need to be sewn on as the waterproof sealant it comes with wont allow it to hold. Presently I have my tablet bag locked in place and water bottle holder in place. I have a knife with velcro n the sheath that I've set up to be placed in the bag when I go hiking. Also my 22lr revolver will be set readied shortly to be quickly mounted.
